CISA Unveils 2030 Strategy to Strengthen Cyber Defense and Critical Infrastructure Resilience

The Cybersecurity and Infrastructure Security Agency (CISA) has released its new long-term strategy, “CISA 2030: Defend, Harden, Prevail,” outlining how the agency plans to strengthen national cyber defense, protect critical infrastructure, and improve resilience against increasingly interconnected cyber, physical, and geopolitical threats.

The strategy focuses on strengthening operational technology security, advancing software security, supporting the safe adoption of emerging technologies, and improving the resilience of National Security and Emergency Preparedness communications. CISA said the plan is designed to help government and industry partners identify threats earlier, reduce adversary access to critical infrastructure, and coordinate more effective responses to large-scale incidents.

Under the first pillar, Defend: Lead National Cyber Defense, CISA will work to improve confidence in the integrity of information systems, networks, and protected data. The agency plans to increase collaboration across government, private industry, and international partners while strengthening defenses around emerging technologies such as advanced AI systems, superintelligence, and quantum computing. Efforts will also focus on improving operational technology visibility, anomaly detection capabilities, supply chain integrity, and software security practices.

The second pillar, Harden: Prioritize National Infrastructure Security, aims to improve the translation of intelligence into operational action. CISA plans to invest in tools that support faster detection, threat analysis, real-time alerts, and rapid decision-making across critical infrastructure sectors. Enhanced infrastructure analysis and risk assessment capabilities will be used to prioritize resources and address the most significant threats facing national infrastructure.

The third pillar, Prevail: Mobilize National Resilience, focuses on strengthening national preparedness through regional partnerships, resilience planning, and secure communications. CISA intends to expand support for critical telecommunications technologies, including 5G, future 6G networks, and commercial satellite services, while modernizing exercises and continuity planning to improve readiness during major disruptions. The agency said investments in encrypted, scalable, and resilient infrastructure will help maintain essential services and emergency communications during crises.

CISA Acting Director Nick Andersen described the strategy as a roadmap for reducing adversary advantages and strengthening the nation’s security, economy, and public health. The agency will begin reviewing its core services and capabilities within 60 days, deliver an implementation plan within 180 days, and publish a progress assessment within one year.
